Child and Family Services Review
(CFSR)

The Child and Family Services Review (CFSR) is the process used by the federal government to evaluate state child welfare programs. The CFSR process examines program outcomes for child safety, permanency and well being and the state capacity to deliver child welfare services. Based on the CFSR findings, states must prepare plans to improve outcomes and address systemic factors affecting service delivery. The Wisconsin CFSR took place in August 2003 and the federal CFSR report was received in January 2004. The Wisconsin Program Enhancement Plan (PEP) was submitted in April 2004 and was approved effective November 1, 2004. The action steps in the PEP must be implemented over a two-year period to improve child welfare program outcomes. The PEP Implementation Team will guide implementation of the action steps over the two-year period.
