Why did Governor Doyle create the Department of Children and Families?

Important to have a cabinet level agency devoted exclusively to the well-being of children and families, DCF was created to streamline and make more effective all of the key programs that provide support and valuable services to children and families. What is the structure of the new department?

The DCF Organizational structure was created to reflect the priority programs and strategic foci and goals for children and families in Wisconsin. There are four divisions, early care and education, safety and permanence, family and economic security and enterprise solutions. The division of Prevention and Service Integration will work across all programs focused on improving collaboration and increasing coordination of services. The Office of Performance and Quality Assurance will place a sharpened focus on ensuring program effectiveness leading to improved outcomes for children and families.

Who is leading the new department?

Reggie Bicha is the Secretary of DCF. Henry Wilde is the Deputy Secretary and Angela Russell is the Executive Assistant. Secretary Bicha has critical state and local experience and a long background in services to children and families. Wilde and Russell also have impressive and comprehensive experience relative to improving the lives of children and families.

Where will offices for the new department be located?

The new Department's Headquarters will be located at 201 E. Washington Avenue on the second floor in Madison.
