Below you will find listings for current DCF Grant Application Opportunities. Each opportunity includes additional information about the opportunity, including the award amount, synopsis, who is eligible to apply, requirements, how to apply, and any deadlines and requirements for submitting.

Additional competitive DCF opportunities may be found on eSupplier. eSupplier is managed by DOA where many state agencies publish competitive Request for Proposals (RFPs) and Request for Bids (RFBs) and accept electronic responses. Opportunities listed here will not be found on eSupplier unless noted in the synopsis.

For all opportunities, responses should be submitted per the instructions in the announcement. Responses must be received no later than the due date and time for that opportunity. The applicant is responsible to ensure that their submission is complete and fully transmitted by the due time. Applications not received timely will not be considered.

Wisconsin Head Start State Supplement Grant

Synopsis:

The Wisconsin Head Start State Supplement Grant (HSSS) provides additional support to federally funded Head Start/Early Head Start programs in Wisconsin. It was created by the Wisconsin legislature in 1989 and first funded in 1991. The grant supports quality improvement efforts and/or expands Head Start/Early Head Start enrollment for children who may be on waiting lists to access federally funded Head Start/Early Head Start programming. The current state supplement provides $6.2 million to 40 Head Start grantees. More information can be found at the DPI Head Start State Supplement Grants website.

One-Time Funding for Putting Families First: Family First Funds

Synopsis:

The purpose of this is to notify local county and tribal child welfare service agencies access to one time and time-limited Family First funds. Family First funds may be used to cover the costs of formal and informal supports and resources provided to children, youth and their families who are being served by local child protective service and youth justice systems prior to or to prevent the need for ongoing case management services or to expedite or stabilize a child or youth’s reunification to their family home. The funds must be used for utilizing community-based services to accomplish the following purposes:

  • Protecting and promoting the welfare of all children and youth and their families. 
  • Preventing the neglect, abuse or exploitation of children and youth and their families. 
  • Supporting at-risk children, youth, and their families through services which allow families to remain intact, including relative supports. 

Eligible Applicants:

This funding opportunity is open to county and tribal social or human service agencies and the Milwaukee County Human Services Department Youth Justice program only, excluding the Division of Milwaukee Child Protective Services and private child placing agencies.

Milwaukee County Child Protective Services Out-of-Home Care Annual Registration | Due: Varies

Synopsis:

The Division of Milwaukee Child Protective Services (DMCPS) contracts with the out-of-home care providers to provide placement resources for children/youth in Milwaukee County and served by the child welfare system. This is the annual registration to establish contracts with community-based providers for children/youth in need of higher levels of care placements. Services include:  Assessment and Stablization Center, Group Home, Level 3-5 Treatment Foster Homes, and Residential Care Centers.

Eligible Applicants:

In order to receive placement referrals for children/youth under a Temporary Physical Custody (TPC) or Child in Need of Protection and Services (CHIPS) Order, your agency must be licensed appropriately by the State of Wisconsin and the Department of Children and Families (DCF) Child Welfare Licensing Section (CWLS), and you must be contracted with DMCPS.
